The Lancashire Rural Recovery Action Plan

Helping to deliver a dynamic rural economy for Lancashire

The Lancashire Rural Recovery Action Plan (LRRAP) is a five year funding programme to aid the regeneration and sustainable development of the rural economy across Lancashire. Funding has been secured from the Northwest Regional Development Agency (NWDA) until 2008 for a range of regeneration projects across the county. Through these initiatives the LRRAP is helping to deliver a dynamic rural economy which is financially, socially and environmentally sustainable.


The LRRAP forms part of the NWDA’s Regional Rural Recovery Plan created to tackle the fundamentals of rural economic decline and to meet its "rural renaissance" objective following the publication of the Government’s Rural White Paper in November 2000.


The LRRAP has 8 strategic objectives through which resources and activity are being delivered across rural Lancashire:

The objective of the LRRAP is to simplify support for business and community development at the point of delivery and is the first strategy and Action Plan to consider long term rural regeneration issues on a countywide basis as well as providing the resources to deliver a coordinated regeneration programme for Lancashire.


Since it began in April 2003, the LRRAP has approved almost £10 million of funding for a broad range of initiatives which have created or safeguarded over 400 jobs and helped boost the quality of life and local economy, support businesses, and improve the well-being of communities across Lancashire.


The LRRAP is continuing to work with partners to develop further initiatives across the county and welcomes new project ideas for future years which help deliver the strategic aims and objectives of the programme.

The Rural Recovery Grant Fund

£1 million grant aid scheme for business development. Straightforward and accessible capital and revenue grant fund for rural businesses not eligible for existing grant schemes and to complement or replace other rural funding.

Implementing Lancashire’s Rural Tourism Strategy

The main objective is to renew and strengthen the recreation and tourism offer across the county through the Lancashire Rural Tourism initiative.

Rural Business Facilitation Service (Lancashire Rural Futures)

First-stop rural business advice and guidance and help to access a range of economic and environmental grants.

Building Farmer Collaboration in Lancashire

The Lancashire arm of a regional initiative to assist farmers and farmer controlled businesses (FCBs) to strengthen profitability, competitiveness and to reduce the numbers of people leaving the industry.

Development and Promotion of Lancashire Food

Maintains the Made in Lancashire brand and supports food producers and processors in rural Lancashire.

Intends to extend the Made in Lancashire (Food) retail and marketing framework to support art and craft businesses in rural Lancashire to become more sustainable and competitive.
